Two Nicollet County Human Services employees accused of welfare fraud 03 Jul 18

Two Nicollet County Human Services staff members have been charged with welfare fraud. 54-year-old Dawn Marie Michels of St. Peter and 48-year-old Magdalena Alverez-Betkar of St. Peter were each charged with felony wrongfully obtaining assistance and felony permitting false claims against the government by a public official. Alverez-Betkar is an eligibility worker in human services who determines the eligibility of those applying for assistance. Michels is her supervisor. According to the criminal complaint, Alvarez-Betkar received $1500 in emergency assistance to cover a utility bill, but was not eligible to receive the assistance. Michels issued a supervisor overide to approve the assistance. Michels was charged based on her failure to verify the application.
