Norwood Young America passes Offenders Ordinance 20 Apr 18

The long-time discussion of a city ordinance to limit access of registered sex offenders in Northwood Young America was finally passed at an early April meeting. As written, the ordinance puts restrictions into place that would apply to all offenders convicted of crimes against children as well as all Level 3 offenders. The ordinance addresses residency and loitering. A designated offender cannot establish a residence within 2,000 feet of a school, licensed daycare center, park or playground or within 1,000 feet of any place where children regularly congregate. The loitering portion of the ordinance restricts a registered offender from loitering where children regularly congregate.
