An Owatonna man was charged with second-degree burglary in Brown County Court Monday. Steven Hess was arrested Friday morning at a residence on the 1000 Block of North Garden Street. Police arrived and saw a rear window screen lying on the ground. When police announced their arrival, Hess laid down on the floor. Police searched him and removed over $48 in change from his person, plus two pocket knives, a lighter, a cell phone, a pair of pantyhose, a clear capsule containing diamond-like substances, a silver concealment container shaped like a bullet and some other items as well. Hess was arrested and taken to jail.
