A 66-year-old Belle Plaine man has been charged with 5th-degree criminal sexual conduct for allegedly groping a teenage boy. David Roy Fluke had been convicted of 2 similar crimes involving teen boys in Anoka County in 1989, and served time in prison as well as 20 years on probation. Belle Plaine police first made contact with him earlier this year after he applied to host exchange students at his home in the Cardinal Ridge apartment complex and there were “inconsistencies” in his application. The latest crime allegedly occurred in late July while Fluke and the teen were riding a moped together. He was charged with the gross misdemeanor non-consenual criminal sex count recently in Scott County Court, and was released from jail after posting $6,000 bail. He’s scheduled to be back in court on September 10th.
