Authorities have identified the woman and child who drowned in Lac Qui Parle Lake near Watson on Saturday. Authorities say cold water, improper life jacket use and not using life jackets likely led to the deaths of 5-year-old Fernanda Mendoza and 34-year-old Claudia Ramirez, both of Montevideo. High winds and rough water caused the boat to take on water near Boyd’s Landing. The craft eventually tipped, dumping all three occupants in the water. 35-year-old Fernando Ramirez made it to shore and called for help. The accident remains under investigation.
