A Level 3 predatory sex offender is moving back to the City of New Ulm today (THU). 48-year-old James Binger has a history of sexual contact with male victims between the ages of 7 and 16. He is moving to within a block of where he had lived in New Ulm several years ago after being incarcerated in prison for a parole violation. A community notification meeting was held the first time Binger moved to New Ulm in 2009, and another meeting is not being planned at this time. He is not wanted by police, and has served his sentence. Level 3 sex offenders are those deemed the most likely to re-offend.
