A Level 3 Sex Offender arrested for allegedly peeking through windows of homes in New Ulm made an appearance in court this week. 48-year-old James Allen Binger had been taken into custody for the peeping allegations in early April, only 4 days after his release from jail for a previous parole violation. That violation came after Binger exposed himself to a man at New Ulm’s Minnecon Park last November. He had originally served an 86-month prison sentence for criminal sexual conduct involving young boys in Renville and Nicollet Counties before moving to New Ulm several years ago. He is now facing a gross misdemeanor interference with privacy charge after 2 New Ulm residents spotted him peeping through their windows. The victims identified Binger in a photo lineup. He now faces another parole violation as well, and possibly more prison time. Binger remains in custody in the Brown County Jail.
