Governor Mark Dayton is encouraging schools across the state to observe a moment of silence Friday ahead of the 10th anniversary of Nine-Eleven on Sunday. Dayton says schools should choose a time Friday for their momentary pause. He is also ordering flags to be lowered to half-staff at all state buildings from sunrise to sunset on Sunday. Dayton was a U.S Senator at the time of the attacks.
